The analysis by Ariadne project partners examines Germany's climate foreign policy during the current legislative period. Beyond the international context, they also consider the organizational structure within the German government and the responsible ministries. The researchers conclude that Germany has been able to set the pace for international climate policy by transferring the responsibility for international climate policy to the Foreign Office and creating the role of Special Envoy for International Climate Policy. In contrast, the record of Germany's engagement in bilateral and plurilateral formats has yielded mixed results.

This briefing reviews the European Commission's first ever assessment of progress towards the 2050 climate neutrality target. Furthermore, it proposes steps that could be taken in the next two years to improve the system and provide a compass for the path to climate neutrality.

This paper addresses a gap by providing a conceptual basis to further the understanding of security implications of the EU’s transformation to a net-zero economy. It first defines the aspects of security under consideration (Section 2) and proposes a typology to classify fossil fuel exporting countries based on their exposure to world market prices, their capacity to adjust and their importance to the EU in terms of security issues (Section 3). It then takes stock of policy options that can be adopted in other countries to reduce adjustment costs to a changed economic environment (Section 4) and discusses how the EU can support these policies (Section 5). Finally, it highlights key implications for EU policy makers (Section 6).

This report provides an independent, systematic analysis of the structures, activities, and impacts of Germany’s Energy, Climate, Development, and Raw Materials Partnerships (ECDRPs). A particular focus lies on the partnerships with countries of the Global South. Based on the analysis, the report provides recommendations for the development of Germany’s partnerships by answering the central question: How can Germany's ECDRPs be made as impactful as possible and more transformative for a resilient transition towards climate neutrality in Germany and its partner countries?

A coherent German foreign climate policy is essential for the success of the national and European energy transition, as well as for the effective support of ambitious climate policies outside the European Union. This Ariadne background paper provides cornerstones and discusses options for the elaboration and further development of Germany's foreign climate policy. To this end, it distinguishes four categories of relevant goals: traditional climate policy goals, industrial policy goals, security and trade policy goals, and broader foreign policy goals. For each goal, it is necessary to identify appropriate means by which it can be achieved and barriers that stand in its way and need to be considered accordingly.

This policy brief aims to support the work of NGOs and think tanks by developing elements of a green hydrogen agenda for the G20. Based on an analysis of the heterogeneous interests and agenda of the G20 countries, the first part discusses the challenges and opportunities of the G20 as a forum for shaping the emerging markets for hydrogen and hydrogen-based products into a direction that is compatible with climate neutrality. The second section outlines the governance challenge of ensuring the environmental and social sustainability of hydrogen production and use. Finally, it develops options on how to advance a green hydrogen agenda in the G20.

This article analyses the legal form and nature of the Paris Agreement. Dr. Ralph Bodle and Prof. Sebastian Oberthür argue that the Paris Agreement constitutes an international treaty whose prescriptive and precise legal obligations are primarily procedural and focused on 'nationally determined contributions' (on mitigation) and the core transparency framework.

Despite limitations in the legal detail, the Paris Agreement's political narrative goes way beyond its legal text. The approach is an experiment that relies on the national determination of efforts combined with the persuasive impact of the transparency framework and the regular taking stock of progress. The future details to these elements could be crucial for safeguarding ambition.

This chapter first analyses the legal structure of the overall Paris Outcome in terms of the legal status of the different texts, how they are linked, and how they together form the new climate regime. The chapter then looks at the structure of the Paris Agreement's content, i.e. how its individual provisions work together. Finally, it provides a bird's eye view of the legal nature of individual sections and provisions, and concludes with some further insights.

In this article Ralph Bodle and Vicky Noens outline some of the many finance issues to be addressed COP 24 and look more in-depth at two particular issues: the overarching goal regarding finance flows in Article 2(1)(c); and transparency of support.

The report maps out four policy avenues for how the EU could attain climate neutrality. The policy avenues consist of a mix of policy instruments sequenced over time, and the institutional arrangements to deliver them. Each policy avenue embodies a different paradigm, i.e., a different approach to (climate) policymaking. They thus sketch different paths that the EU could follow to align its climate policy with the goal of climate neutrality by 2050.

National framework laws represent the most concrete form in which climate governance systems are being established. Globally, the number of such framework laws is growing, with the majority arising around the time of the adoption of the Paris Agreement or shortly thereafter – especially those that include a long-term time horizon (e.g., 2050). Even without a detailed empirical analysis, arguably there has been an evident 'Paris momentum' behind the spread of these national climate laws. In chapter 2 "‘Paris Compatible’ Climate Change Acts? The Emergence, Form and Nature of National Framework Climate Legislation", Matthias Duwe and Dr. Ralph Bodle show how national climate policy is at least partly determined by obligations at the supranational level, in particular of the European Union (EU), and at the international level.
