Masterplan municipalities initiate transformation processes.

The current evaluation of the Masterplan Municipality Guideline for the 2016 to 2019 funding period is now available. Within this funding period, 13.5 million euros were given to 22 municipalities to finance and implement master plans that would lead the municipalities to climate neutrality by 2050. To support this process, master plan managers were hired in each of the municipalities. Often, the master plan manager positions could also be perpetuated, meaning that they still support the municipalities today. As a result, the supported municipalities could achieve greenhouse gas savings amounting to 1.2 million tons over a period of 10 years.

These and other results are shown by our multi-year evaluation led by the Oeko-Institut, which considers the different funding calls of the National Climate Initiative (NCI). Lothar Eisenmann and Lisa Muckenfuß from ifeu, as well as Doris Knoblauch and Felix Nütz from Ecologic Institute, were involved in the evaluation. The funding call "Masterplan 100 % Klimaschutz" is part of the NCI of the German Federal Ministry for the Economy and Climate Protection. Since 2012, the NCI has been committed to funding municipal climate protection projects across Germany, which contributes to achieving the Federal Government's climate protection objectives. The primary goal of "Masterplan 100 % Klimaschutz" is to reduce the greenhouse gas emissions of participating municipalities by 95% by 2050 compared to 1990 levels and cut their final energy consumption in half. To this end, the funding programme supports measures to boost energy efficiency, increase the use of renewable energies and promote the development of regional material cycles in municipalities.

The municipalities owe their high climate impact in particular to their master plan managers, who have initiated and continue to support far-reaching transformation processes.
