The funding call "Municipal Networks" is part of the National Climate Initiative (NCI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. Since 2008, the NCI funds climate protection projects throughout Germany, thus contributing to the achievement of the Federal Government's climate protection goals. The funding call pursues the economic and sustainable unlocking of saving potentials in the field of energy efficiency, resource efficiency and climate-friendly mobility through cooperation between municipalities and administrative units. The two funding phases cover the recruitment of municipal participants in energy efficiency networks (recruitment phase) and the establishment and operation of these networks (network phase). The funding also serves to permanently maintain these networks beyond the funding period to continuously implement further efficiency measures within this framework.
Between 2015 and 2019, almost 50 projects were funded with Euro 2.7 million, thus triggering a total of almost Euro 5 million in funding for the beneficiaries. Over the period of impact, the reduction in GHG emissions was 42.8 thousand tonnes of CO2. The funding call has a high transformation contribution, and in particular the implementation success stands out positively. It was found that especially the implementation of the content and the network management worked very well. In this context, a survey showed that most of the measures proposed within the audits have already been implemented or are already being implemented. For unfolding the transformation potential, especially the idea of a network for the exchange of experiences is simple and understandable and highly connectable.
These and other results are shown by our multi-year evaluation led by the Öko-Institut, which considers the different funding calls of the NCI. The summary report and all single evaluations and can be downloaded in German.
