The project objective was to analyse several datasets to gather insights on the progress of concepts of just resilience/equity within adaptation planning/policies at both national and sub-national levels in EEA countries. These insights are included in the Just Resilience report, published in 2025 by the EEA and in a separate draft briefing on just resilience at the national/sub-national level.
The project consisted of an assessment of the consideration of justice dimensions in adaptation reports and planning documents at both national and sub-national level in the EEA countries. It analyzed nationally reported data under the Governance Regulation and three sub-national datasets:
- Local Climate Action/Adaptation Plans (Reckien dataset),
- Global Covenant of Mayors database and
- CDP 2022 Cities Questionnaire.
The analysis focused on the key findings in terms of the progress made on justice considerations in adaptation/resilience. It investigated if certain population groups are or will be particularly impacted by climate change and if justice aspects discussed in the plans relating to (in)justice in climate change exposure and impacts and to what extent to climate change adaptation responses.
Ecologic Institute implemented the project together with Ramboll (project lead). Ecologic Institute was especially responsible for analysing local climate action/adaptation plans of the Reckien dataset and the Covenant of Mayors database, as well as to develop a concept for and prepare the draft briefing.
