Die EU hat sich zum Ziel gesetzt, der erste klimaneutrale Kontinent der Welt zu werden, aber wie setzen Städte und Regionen dieses Ziel um? Ein neuer Bericht im Auftrag des Europäischen Parlaments untersucht diese Frage. Es erörtert, wie Fortschritte in Richtung Netto-Null auf regionaler Ebene gemessen werden können, und identifiziert typische Hemmnisse, die ambitionierter Klimapolitik durch regionale Regierungen entgegenstehen. Die Studie basiert auf sechs Fallstudien über europäische Regionen, die den Weg zur Netzneutralität erfolgreich angetreten haben. Für den Bericht lieferte das Ecologic Institut konzeptionelle Beiträge zur Definition von Klimaneutralität und zur Messung der diesbezüglichen Fortschritte der Regionen. Darüber hinaus führte das Team die Fallstudie zur Dekarbonisierung der Industrie in Plowdiw, Bulgarien, durch.
