This study examines approaches of a set of European Union member states to pursue a coordinated approach to climate change adaptation (CCA) policy. It specifically addresses the co-ordination approaches that the selected countries use for the development and implementation of their national CCA policies in the immediate period following the publication of the EU's 2013 Adaptation Strategy.

This book chapter explores how policies and policy-making perform to support climate change adaptation. It is part of the book: Adapting to Climate Change in Europe: Exploring Sustainable Pathways - From Local Measures to Wider Policies which is a scientific synthesis of a four-year project on adaptation activities in Europe (BASE). This book aims at ensuring sustainable solutions in adaptation to climate change. This chapter reflects on different tools which can support decision making for climate adaptation and that have been presented in other chapters of the book. It also discusses how current adaptation measures operate to enhance the capacity to respond to climate change impacts in a coherent manner across sectors. This book chapter provides an overview of climate change adaptation across Europe, from an interdisciplinary and multidisciplinary perspective, drawing on key findings from case study-based research on local climate change impacts and adaptation solutions, including an analysis of participatory, economic, and sociopolitical approaches, methodologies, and tools. Concluding four years of interdisciplinary collaboration and research the BASE project brought together representatives working on climate adaptation policy at EU and Member State level, as well as local practitioners for an interactive day on climate change adaptation in Brussels. The main focus of the workshop was a series of policy observations that emerged from research in the BASE project. As a result another policy recommendation was developed which is available for download.

Vivienne Parry welcomed approximately 1700 attendees from over 100 countries to the fourth edition of Adaptation Futures 2016, one of the largest conferences ever held on climate change adaptation. The Bottom-Up Climate Adaptation Strategies (BASE) project was selected to be featured as a best practice project at the conference. BASE partners, among them Ecologic Institute, presented the project's research and tools in two sessions.

This report aims at investigating the participation process in climate change adaptation for 22 European BASE case studies. A description of participatory methods and a further analysis of 9 BASE case studies where there has been a deliberative adaptation process present are given. Based on the results presented, a set of recommendations to policy-makers and practitioners are given. The output from D5.3 will lead up to D5.5, in which a more detailed analytical description of the framework will be given and a meta-analysis of the empirical contents will be delivered.

This report takes stock of adaptation planning and measures to date in Europe and globally. Case studies for assessment were selected based on criteria developed in line with the key principles and objectives of BASE. The report provides a general assessment of 136 selected case studies focusing on aspects including types of measure, stakeholder groups involved, sectors, decision support tools (participatory and economic), and funding sources. A further nine case studies are then explored in more detail in regard to measure selection and methods.

The EU research project "Bottom-Up Climate Adaptation Strategies for a Sustainable Europe" (BASE) recently announced the "Interactive Policy Workshop: Implementing the EU Adaptation Strategy - Practical insights and policy recommendations" to be held in Brussels (Belgium) on 9 June 2016. The aim of this workshop is to bring together stakeholders to share experiences of adaptation to climate change in policy and practice from across Europe. Stakeholder inputs will shape a series of recommendations that will be fed into the review of the EU Adaptation Strategy in 2017. Participation in this interactive workshop is free of charge. After the success of the ECCA conference in 2015, the BASE project has been selected as a Best Practice project to be featured at the upcoming Adaptation Futures (AF 2016) Conference from10 until 13 May 2016, in Rotterdam (the Netherlands). BASE partners will present the project's research and tools in two sessions, several presentations and a variety of information material. Key adaptation tools developed within the projects will also be presented in the Tool Shed.

This document aims to offer a synthesis and discussion of the methodological process and results of implementing climate change adaptation case study research, reporting on the key messages and lessons learnt through a critical comparison of case studies that equally accounts for the stakeholders' perspectives. The deliverable is structured in four chapters.

On 29 and 30 October 2015, the Fundação da Faculdade de Ciências da Universidade de Lisboa (FFCUL) and Ecologic Institute, Berlin, convened a training course in Palmela (Portugal) on behalf of the BASE project. Designed for 16 carefully selected adaptation practitioners from all over Europe, the course provided a curriculum dedicated to the implementation of climate change adaptation projects, and offered illustration through hands-on examples, practical experience and case studies, heavily based on the results obtained from the BASE project.
