EU Energy and Climate Policy after 2020

Ecologic Institute advised the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) on the post-2020 update of EU climate and energy policy, analysing the climate, political, legal, financial and economic impacts of proposed options and developing recommendations for action. These include the thematic design of the emissions trading system after 2020, targets and instruments in the field of renewable energies and energy efficiency, as well as a redesign of the Effort-Sharing Decision.

Within the project, a comprehensive report and a series of short studies and scientific analyses on climate-relevant topics were prepared. The aim of these analyses is to underpin the discussion within the ministry in the above-mentioned area. Additionally, interdisciplinary workshops were conducted assessing the proposals of the future EU climate and energy package to be negotiated.

Proposals for Reforming the EU Effort Sharing Decision

In October 2014 the European Council decided to enhance the availability and use of existing flexibility instruments under the EU Effort Sharing Decision. The auctioning of Annual Emission Allocations (AEAs) is one option to enhance flexibility. A new Ecologic Paper discusses advantages and challenges of AEA auctioning. The European Council decided to develop a "reliable and transparent governance system" for the 2030 EU climate and energy policy framework. The European Commission proposed a number of details of the new governance framework. However, neither the European Council nor the Commission specified the relationship between relevant legislation, up-coming legislative processes and this new governance system. Against this backdrop, this paper discusses options and requirements for an effective governance framework for climate and energy policy beyond 2020. The discussion paper is available for download.

The European Commission has tabled initial proposals for new targets and some changes to key instruments such as the Emissions Trading System (ETS) upon which the EU Heads of State and Government are to make decisions later in 2014. This study assesses the status quo of EU climate and energy policy and experience with the current set of targets and instruments – and distills from it concrete recommendations for a new package for the period until 2030.
