How can adaptation reduce the impacts of climate change and, in some cases, even yield benefits and business opportunities? Decision makers at all levels in Europe currently face a number of significant challenges when devising appropriate and sustainable adaptation strategies. This policy brief is an output of the EU FP7 project "Bottom-up Climate Adaptation Strategies Towards a Sustainable Europe" (BASE) and summarises the following challenges: Uncertainties and insufficient knowledge, as well as the need to improve assessments and the mainstreaming of adaptation in policy.

This policy brief summarises the key challenges, highlighting their implications for adaptation strategies and measures and pointing to avenues of research.

Policy Coordination for National Climate Change Adaptation in Europe: All Process, but Little Power

This book chapter explores how policies and policy-making perform to support climate change adaptation. It is part of the book: Adapting to Climate Change in Europe: Exploring Sustainable Pathways - From Local Measures to Wider Policies which is a scientific synthesis of a four-year project on adaptation activities in Europe (BASE). This book aims at ensuring sustainable solutions in adaptation to climate change. This chapter reflects on different tools which can support decision making for climate adaptation and that have been presented in other chapters of the book. It also discusses how current adaptation measures operate to enhance the capacity to respond to climate change impacts in a coherent manner across sectors. Ecologic Institute's Jenny Tröltzsch and Katriona McGlade contributed to this chapter.

Analyzing the Policy Framework for Climate Change Adaptation

Concluding four years of interdisciplinary collaboration and research, the BASE project brought together representatives working on climate adaptation policy at EU and Member State level, as well as local practitioners for an interactive day on climate change adaptation in Brussels. The main focus of the workshop was a series of policy observations that emerged from research in the BASE project. As a result another policy recommendation was developed which is available for download.

Vivienne Parry welcomed approximately 1700 attendees from over 100 countries to the fourth edition of Adaptation Futures 2016, one of the largest conferences ever held on climate change adaptation. The Bottom-Up Climate Adaptation Strategies (BASE) project was selected to be featured as a best practice project at the conference. BASE partners, among them Ecologic Institute, presented the project's research and tools in two sessions.

This report aims at investigating the participation process in climate change adaptation for 22 European BASE case studies. A description of participatory methods and a further analysis of 9 BASE case studies where there has been a deliberative adaptation process present are given. Based on the results presented, a set of recommendations to policy-makers and practitioners are given. The output from D5.3 will lead up to D5.5, in which a more detailed analytical description of the framework will be given and a meta-analysis of the empirical contents will be delivered.
