The transport sector plays a crucial role in achieving German, European and global climate targets. But policymakers are pursuing three goals with transport policy that cannot be reconciled. First, emissions in the transport sector are to be sharply reduced. Second, the transport policy framework is not to be fundamentally changed. Third, the financial burden on consumers resulting from a CO2 price is to be kept low. The German government now has the opportunity to embark on a mobility transition. However, this requires honestly dealing with trade-offs, Michael Jakob writes in the Tagesspiegel.

To meet its increasingly stringent emissions reduction targets, the European Union plans to extend the use of emissions trading, to also cover emissions from road transport and buildings. To understand the effects of this move, DG CLIMA commissioned a comprehensive analysis to investigate the economic, social, environmental, and regulatory / administrative implications. Together with partners ICF, eclareon, Enerdata, Fraunhofer Institut, Cambridge Econometrics, CITEPA, and Milieu, the Ecologic Institute investigated the general options for either the extension of the existing EU ETS or the introduction of a stand-alone scheme.

For Germany to reach its climate targets, new ways of thinking mobility are essential. For the federal state of Lower Saxony, the mobility transition is particular challenging due the important role cars play in the region. The report "Ways to Sustainable Mobility" (WenaMoNi) analyses in detail where Lower Saxony stands and proposes next steps. Ecologic Institute analysed the legal framework and identified key actors promoting electric and hydrogen-based mobility. Katharina Umpfenbach and Ricarda Faber compared the existing policy instruments to best practices in other countries and to recommendations from science. The analysis shows that a policy approach built on subsidies which has been favoured so far, must be supplemented by pricing instruments if climate targets are to be reached.

The EU has raised its climate target for 2030 to at least -55 %. Agora Energiewende and Ecologic Institute sketch a "Fit for 55" package that can ensure both environmental integrity and solidarity. It investigates four options how to regulate heating and transport emissions, focusing in particular on the pros and cons of expanding emissions trading to these sectors. The paper makes the case for a smart mix of EU-level carbon pricing and companion polices.

On 17 September 2020, the European Commission proposed to raise the EU climate target for 2030, so as to reduce greenhouse gas emissions by 55% compared to 1990. In this policy brief, CLIMACT and Ecologic Institute unpack the Commission's impact assessment for the new target. The brief analyses key policy options and analytical results and compares them to recent studies, in particular CLIMACT's 2030 modelling results. Within the framework of the tightened target, the EU Commission proposes to extend the EU Emissions Trading Scheme to buildings and road transport – a major change to the EU's current climate policy architecture. The team discusses potential implications and provides context to the sectoral developments and policies. The briefing highlights key points where the Commission diverges from other studies, identifying climate mitigation potentials that merit more attention in future analysis.

In Europe, limited information is available about the environmental characteristics of the vehicles stocks and of traded used vehicles in terms of vehicle's air pollutant and CO2 emissions. In this report Ecologic Institute and Fraunhofer ISI explore available national and European data sources of vehicle stocks and trade throughout Europe and compile the available vehicle characteristics. Based on the available characteristics, the authors derive the environmental performance of vehicle stocks and traded used vehicles and assess respective regional differences in the environmental performance of the vehicles stocks and of used vehicle trade flows. The project examined the effects, processes and support options for implementing innovative infrastructure coupling. Current developments, the associated transformation processes including supporting and hindering factors as well as potential sustainability effects of coupled infrastructure solutions were examined. The focus is on innovative, i.e. not established, couplings (understood as niche innovations) in the transport, energy, water, wastewater, waste management and information and communication technologies (ICT) sectors. The present volume provides a summary of the results, which are available in three sub-reports.

Especially when it comes to innovations, there are no standard solutions. The technical systems must be embedded in supportive organisational structures, be economically feasible and implementable, function in a social context and encounter a enabling political and legal framework. Local actors, especially public utilities, are able to take the new, often uncertain paths, if the right framework conditions are in place.

The present volume examines development paths, success factors and barriers as well as the contribution of infrastructure couplings to sustainability transformation and design options. Implementation processes are often complex, breaking new ground and requiring the cooperation of actors in completely new constellations and responsibilities. Whether sustainability transformation is successful on the local level depends on numerous factors that can also be shaped on local level in a systematic way. Innovations promote new structures, networks, new behaviour and knowledge.

The project examined the effects, processes and support options for implementing innovative infrastructure coupling.The present volume analyses the effects of innovative couplings on performance, resilience, resource efficiency, and social and economic compatibility. A "sustainability check" with 26 criteria was developed and tested in an expert survey. Coupling infrastructures does not automatically lead to greater sustainability, but coupled infrastructure systems have the potential to contribute to resource conservation and security of supply. This requires a differentiated consideration of the effects on sustainability.

Technological developments and trends can contribute significantly to resource conservation. In addition to political framework conditions, social routines, patterns of action and consumption styles are important, as they have a considerable influence on individual and societal resource requirements. The present trend analysis therefore systematically examines how socio-economic and socio-cultural trends can affect the use of resources.

This infographic visualises the evaluation results of various measures to promote electric vehicles. It specifies the corresponding measures and illustrates the evaluation criteria. This study, commissioned by Greenpeace, analyses a range of existing measures that have a direct impact on the increased uptake of electric passenger cars with respect to 1) the measures’ overall effectiveness in incentivising electric vehicles (EV purchases); 2) the ease of administering them; 3) affordability for governments; and 4) the consistency with other goals, mainly with the goal of reducing traffic. The use of the term "driving ban" can give the impression of a general and comprehensive ban on driving. In this sense, it means, rather, a ban on mobility. The term thus does not only suggest a banishment, but also an interference in the personal freedom of all drivers, not only of diesel drivers. "Traffic restrictions" is the more precise term with respect to the content.
