The "Westphalian system" of international relations, based on delineation, non-interference, and separation, hinders effective management of environmental resources, such as trans-boundary rivers. In this article, R. Andreas Kraemer of Ecologic Institute explains how cooperation and sharing responsibilities over watercourses between states provided the basis for the US Constitution and the institutional order of the EU, and now drive a new transnationalism that erodes the Westphalian system. As part of the ELEEP Network’s ongoing investigation of the changing energy landscape in Europe and the United States, ten ELEEP members participated in a study tour to Denver, Colorado and San Francisco, California from 19 to 24 August 2012. This trip served as a counterpoint to earlier trips to Germany/Austria in August 2011 and Germany/Denmark in March 2012, augmenting the European perspective with current information from the United States.

In July 2012, the sixth ICAP Summer School on Emissions Trading brought together experts from emerging economies and developing countries to learn about emissions trading as a tool for climate protection and to discuss the options of implementing such systems in developing countries. The Summer School in Dublin was the sixth of its kind and continues a series of past ICAP events held in Berlin, The Hague, Beijing, Madrid and Alajuela (Costa Rica). It was attended by 29 mid-career professionals from 12 countries. Michael Mehling, Benjamin Görlach and Miriam Schröder led the course.

The report aims to provide those working to improve senior health in San Mateo County with a wide variety of information on current and projected senior health. To achieve this, it relies on many sources of information, chief among them the San Mateo County Health System, specifically the Aging and Adult Services Division and the Health Policy and Planning Division. Their work is supplemented with statistics from the US Census Bureau, especially the American Community Survey, as well as a broad range of academic and policy studies, geospatial statistics and visualizations.
