The aim of this project is to prepare a report that will serve as the basis for the evaluation report on the Federal Action Plan on Nature-based Solution for Climate and Biodiversity (ANK) to be submitted by the Federal Government in 2025. In March 2023, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) published the Federal Action Plan on Nature-based Solution for Climate and Biodiversity (ANK) with the aim of significantly improving ecosystems in Germany. It specifically counteracts the dual crisis of global heating and biodiversity loss.
The focus of this project is to assess the implementation status and impact of the ANK measures relevant to funding with regard to greenhouse gas emissions savings and other objectives of the programme, based on measurable indicators. The focus is particularly on monitoring the implementation of measures and evaluating the effects of measures related to land use.
The report is intended to provide a detailed assessment of the expected effects of the current and planned ANK measures. Particular attention is paid to the effects of the measures with regard to climate protection, increasing resilience and preserving biodiversity. Further synergy effects are to be identified and evaluated, e.g. in the area of flood protection or health. In addition, obstacles and adjustments in implementation of the programme are to be identified and specific recommendations for action formulated in order to ensure continuous improvement of the ANK.
As the data situation, especially for projects launched in 2024, will still be incomplete in some cases, the work assignment also includes carrying out additional data collection, including literature and internet research, as well as the involvement of expert assessments.
