With the aim of contributing its fair share to climate mitigation, the Senate of Berlin adopted a comprehensive Energy Programme for the period 2006-2010. Ecologic Institute contributed to a mid-term review of the program that served to assess the progress made and recommend steps for the further development of climate and energy policies in the Federal State of Berlin.
In the first phase of the project, the team collected primary data for the eight areas covered by the program – namely awareness raising, construction and housing, energy management in the public sector, industry and trade, transport, energy services, renewable energies, and waste management – through desk research and expert interviews. Ecologic Institute was responsible for the topics of transport and waste management, and contributed to data collection and analysis for most of the remaining areas. Based on the quantitative and qualitative analysis of the data, the project team assessed the success of the implementation of the program and estimated the amount of avoided greenhouse gas emissions. Subsequently, recommendations for further implementation and updating of the program were formulated. Finally, Ecologic Institute analyzed mid-term mitigation potential by sector to propose quantitative targets for 2020.
