In 2016, the negotiations on the legislative instruments for the EU's 2030 climate and energy targets will take off for good. Following the proposal for a revised ETS Directive in mid-2015, the next milestone for the implementing legislation will be a new Effort Sharing Decision (ESD). The European Commission is expected to publish a proposal for the new ESD before the summer.
Against that background, the event featured insights and discussions on two central aspects in particular:
- How will the 40% target for the EU be shared between Member States?
- What are the flexibilities that could be built into the system to increase cost efficiency and increase private sector engagement?
BSEC is a joint initiative sponsored by Ecologic Institute, Öko Institut e.V., Potsdam Institute for Climate Impact Research (PIK), Stiftung Wissenschaft und Politik (SWP), Wuppertal Institute for Climate, Environment and Energy, and the Technical University of Berlin (TU). BSEC offers a forum for the exchange with selected experts on developments and findings in the broad field of climate and energy research and policies. The BSEC was launched in October 2009 and is by invitation only.
