The study "Control of land use – nature conversation strategies, policies and instruments" is now available for download. The study analyses the legal basis and the conceptual design of nature conversation strategies, policies and instruments for reducing or managing land use in Germany. In addition, implementation deficits of these instruments are identified.

Infrastructure projects as well as an increased demand for residential areas are the main culprits for an alarming high demand for land in Germany. At present, 130 ha (about 320 acres) of additional land is used per day. Within its National Sustainable Development Strategy, the German Government decided to reduce the land use from the current level to 30 ha (about 70 acres) a day by 2020. To achieve this aim, a wide variety of instruments, including fiscal-economic, regulatory and planning tools, must be used.

The study "Control of land use – nature conversation strategies, policies and instruments" aims to analyse the contribution of a number of policies and instruments to reducing or managing land use in Germany. The following instruments are analysed:

  • Landscape Planning;
  • Intervention Control;
  • Environmental Impact Assessment;
  • Strategic Environmental Assessment;
  • Nature Reserve and Wildlife Sanctuaries;
  • Protected Areas; and
  • Environmental Monitoring.

The study analyses the legal basis and the conceptual design of the aforementioned instruments. In addition, implementation deficits are identified. To this aim, the two surveys were carried out asking experts from research, policy making and administration about the effectiveness of instruments of nature-conservation policy to control land use. In the final chapter, the study gives recommendations on how to improve the effectiveness of nature-conservation instruments and their implementation in regard to the control of land use.

The study is available for download [pdf, 701 KB, German].

The study will be published in the series BfN-Skripten of the German Federal Agency for Nature Conservation.

The study is a result of the project "Land Use - Strategies, Instruments and Measures for Nature Conservation".
