The objective of this case study is to apply the AQUACROSS Assessment Framework (D3.2) approach to study the Faial-Pico Channel MPA. By doing so, the overarching aim is to understand how applying the Assessment Framework and therefore the concept of Ecosystem Based Management (EBM) can lead to new and alternative management approaches for the improved protection and preservation of aquatic biodiversity.
As part of the FP7 MARS e-conference on the "Future of Water Management in Europe: Reviewing the WFD implementation", Josselin Rouillard presented an overview of key synergies and conflicts between EU policies in the implementation of the EU Water Framework Directive (WFD). After presenting the variety of relevant EU policies, Josselin presented key results from the H2020 project Aquacross on policy integration in EU water polices and the challenges of mainstreaming water policy in sectoral policies. He then presented in more detail the outcomes of a survey of Rural Development Programmes and their contribution to supporting the objectives of the WFD.
Marine ecosystems such as the Faial-Pico Channel, in the Azores, provide stakeholders with a broad range of valuable ecosystem services, including fish and recreation opportunities for locals and tourists. The global decline of marine biodiversity as well as the diverging interests between sectors such as fisheries and tourism place challenges upon policy-makers, administrators, and managers. In a response to this challenge, Marine Protected Area (MPA) managers worldwide increasingly rely on stakeholder input to ensure that all views and values are considered. However, adequate management should not only reflect all of society’s views, but also be based on the best and most up-to-date knowledge.
<p>Is the existing EU policy framework fit to protect and restore marine biodiversity? Could an upstream approach such as ecosystem-based management be the key to coordinating environmental policies? At the Future Oceans conference titled "Advances in Integrated Ocean Research towards Sustainable Development" held in Kiel (Germany) from 2 until 7 July 2017, Ecologic Institute's Katrina Abhold and Lina Röschel gave short, energetic talks that addressed exactly these pressing issues in the fields of marine science and policy. On Monday 3 July 2017, Junior Researcher Lina Röschel kicked off the Science Session on Ocean Pressures by elaborating on the complexity of the EU's existing policy framework in relation to halting biodiversity loss.</p>

In the Science Session on Ocean Resilience on Tuesday 4 July 2017, Katrina Abhold, a Researcher at Ecologic Institute, presented ecosystem-based management (EBM) as an opportunity to strengthen EU environmental policy coordination to better protect aquatic biodiversity.</p>
As part of the Horizon 2020 project AQUACROSS, Ecologic Institute and consortium members have published an article in the peer-reviewed journal Ambio examining the potential of Ecosystem-Based Management as an integrative policy concept for improving the integration of freshwater, coastal and marine policies. The article further examines synergies, barriers and opportunities between key European environmental policies to protect aquatic biodiversity across the three water realms. AQUACROSS consortium published a report describing an analytical Assessment Framework, which aims to integrate and understand these complex interlinkages between natural and social systems, to be applied in real-world case studies in the project. The Assessment Framework covers the various steps needed to assess local aquatic management examples in a holistic manner—from the definition of policy challenges and the setting of objectives to the identification of opportunities, the screening of innovative responses and the design, implementation and assessment of alternative courses of action. All these elements are integrated into the comprehensive framework, which aims to capture all relevant interactions at stake. The report is available for download.
The AQUACROSS consortium published a report on EU environmental policy synergies. Authors of the report, including Ecologic Institute, analyse these EU policies, specifically aiming to determine: How EU policies and laws contribute to and/or hinder the achievement of EU and international biodiversity targets; and the coherence and/or incoherence of current environmental protection policies affecting the management of aquatic ecosystems. This brief highlights the links between EU policy objectives and global targets for sustainable development, centring on aquatic ecosystems. It describes current research within the EU Horizon 2020 project AQUACROSS (Knowledge, Assessment and Management for AQUAtic Biodiversity and Ecosystem Services aCROSS policies), focusing on an integrative approach – ecosystem-based management (EBM) of aquatic ecosystems – to understand and balance common social, economic, and environmental objectives towards a more sustainable future.
