The Working Group on "Emissions Trading as a Means to Combat the Impacts of Greenhouse Gases" has been created according to the German Federal Government's Climate Protection Programme of 18 October 2000. Its aim is to evaluate the possibilities of establishing a national emissions trading system, which takes into account existing national instruments, the European concept of emission trading as well as the Climate Framework Convention and the Kyoto-Protocol.

The Working Group includes more than 30 German businesses: BASF AG, Bayer AG, BMW AG, DaimlerChrysler AG, Degussa AG, Deutsche Bank AG, Deutsche BP AG, Deutsche Shell GmbH, Deutsche Telekom AG, Dresdner Bank AG, E.ON Energie AG, EnBW AG, Entsorgung Dortmund GmbH, Ford Werke AG, Gerling AG, Gesellschaft für Mineralölanalytik- und Qualität mbH, Hydro Aluminium Deutschland GmbH, Kreditanstalt für Wiederaufbau, Landsbank Baden-Württemberg, Ruhrgas AG, RWE Rheinbraun AG, Siemens AG, Stadtwerke Leipzig GmbH, Thyssen-Krupp Stahl AG, Vattenfall AG (HEW AG, VEAG AG), Verbundnetz Gas AG, Vodafone Pilotentwicklung GmbH, Volkswagen AG.

Furthermore, ten business federations are represented:
Bundesverband der Deutschen Industrie - BDI, Bundesverband deutscher Gas- und Wasserwirtschaft - BGW, Bundesverband WindEnergie e.V. - BWE, Deutscher Industrie- und Handelskammertag - DIHK, Verband der Chemischen Industrie - VCI, Gesamtverband des deutschen Steinkohlebergbaus - GVST, Verband der deutschen Elektrizitätswirtschaft e.V.- VDEW, Verband kommunaler Unternehmen e.V. - VkU, Verein deutscher Zementwerke e.V.- VdZ , Wirtschaftsvereinigung Stahl -WV Stahl.

IG Metall and ver.di are participants from trade unions, and Germanwatch, Friends of the Earth Germany and WWF Germany represent the environmental NGOs. Three German Laender also participate (Hesse, Northrhine-Westphalia and Rhineland-Palantine) as well as representatives of the German Parliament.

From April 2001 until March 2003 Ecologic has been responsible for setting up and coordinating the Working group's secretariat.
