In the frame of the European Green Deal, a new and ambitious EU Biodiversity Strategy for 2030 (BDS 2030) was adopted in 2020. Building on previous strategies and long-standing EU nature legislation, the new strategy places a strong emphasis on more effectively protecting nature and restoring habitats and ecosystems. The BDS 2030 both relies on the full implementation of existing legislation (e.g. EU Nature Directives) and brings new levers to reach their objectives. This also includes the development of an EU Nature Restoration Law (NRL), a legally binding instrument with specific restoration targets for Europe's degraded ecosystems. The proposal for a NRL is currently being discussed by the Council and the European Parliament, in line with the ordinary legislative procedure. It is expected by the European Commission that the law will latest be adopted before the re-election of the Parliament (March 2024).

The project

This project supports the EU Commission by undertaking a series of assignments that are to be requested by the Commission during the next phases of the legislative process of the proposed NRL. In this context, the project handles requests from the European Commission, for example to discuss further details of measures to be considered in the negotiations on this legislation. The background for these requests stems from the Commission's dialogue with the European Parliament and Council. Within this project, Ecologic Institute contributes to the requested assessments and cross-policy analyses, e.g. on the impact of the NRL on farmers. The project is coordinated by Trinomics.
