On 6 January 2017 ELEEP released a new podcast episode featuring a conversation with Edith Bayer (Associate, Regulatory Assistance Project) on "Efficiency First", the organizing principle that prioritizes energy efficiency and demand response investments whenever they would cost less or deliver more than building new supply or grid infrastructure.

In a nutshell, efficiency first refers to the principle that the potential value of investing in energy efficiency (including both end-use savings and demand response) should be assessed in all decisions affecting the development of the energy system. Due to its promise of signicant cost savings, the concept is gaining increasing traction in European energy policy discussions. In this episode, Edith Bayer and Andreas Graf (ELEEP Network) discuss concrete examples of what efficiency first means in practice for Europe and the US, including experience with utility-driven energy efficiency measures in the United States and what role it could play in EU legislative developments going forward.

The Arctic Climate Change Emerging Leaders Fellowship (ACCEL), Barents Regional Youth Council, Emerging Leaders in Environmental and Energy Policy Network (ELEEP), Reykjavik University, and Youth Arctic Coalition convened a workshop as well as a question and answer session with Admiral Robert J. Papp, U.S. Special Representative for the Arctic and the top U.S. Government Arctic official. The session took place at the 2014 Arctic Circle Assembly on 31 October 2014. The Emerging Leaders in Environmental and Energy Policy Network (ELEEP) is a joint project of the Ecologic Institute and the Atlantic Council. Launched in fall 2011, ELEEP is a dynamic, membership-only forum for the exchange of ideas, policy solutions, best-practices, and professional development for early and mid-career American and European leaders working on environmental and energy issues. ELEEP currently has about 100 members, split between the US and the EU. Members debate topics of the day online and meet regularly for study tours and other face-to-face activities. ELEEP is financially supported by the European Union, the Robert Bosch Stiftung, and the Allianz Foundation for North America.

As part of the ELEEP Network’s ongoing investigation of the changing energy landscape in Europe and the United States, ten ELEEP members participated in a study tour to Denver, Colorado and San Francisco, California from 19 to 24 August 2012. This trip served as a counterpoint to earlier trips to Germany/Austria in August 2011 and Germany/Denmark in March 2012, augmenting the European perspective with current information from the United States.
