The second webinar in our POLIMP Webinar Series took place on Wednesday, 16 September 2015 from 16:00 until 17:00 CEST. The webinar featured a discussion on the topic: "Reform of the EU ETS: Making it fit for 2030" feature guest speakers Anja Kollmuss (CAN Europe) and Andrei Marcu (CEPS). This study collects and analyses the information from the 28 Member States and their regions and cities on the implementation of the EU Birds and Habitats Directive and management of Natura 2000. Desk-based research including a review of case law were employed to gather information on and analyse the Directives. The study is available for download.

Sustainable development is a fundamental and overarching objective of the European Union, enshrined in the Treaty. The EU Sustainable Development Strategy (EU SDS) brings together the many strands of economic, social and environmental policy under one overarching objective – to continually improve the quality of life and well-being for present and future generations.

Despite their successful application in other environmental domain (such as air quality and climate), the use of economic policy instruments (EPIs) to tackle water management issues has faced many challenges. This report, written by Ecologic Institute in collaboration with partners as part of the EU-funded FP7 EPI-Water project, provides practical guidance to policy-makers and interested parties on the formulation of economic policy instruments for water management. Economic policy instruments presented in the report include incentive pricing, pollution taxes, water and pollution trading schemes, payments for environmental services, and risk management schemes. The EU is currently discussing two overlapping policy frameworks: The Climate and Energy Framework for 2020 to 2030 and the Energy Union strategy. As a key element of the reformed system, the EU intends to reduce administrative burden for member states by streamlining planning and reporting requirements. As a contribution to this debate, a new Ecologic Institute study assesses risks and opportunities of four concrete streamlining options. The study is available for download.

The Eurostat monitoring report examines how well the EU and its member states adapt the EU Sustainable Development Strategy. As part of a consortium with the Vienna University of Economics and Business, INFRAS and the Haymarket Media Group, Ecologic Institute played an integral role in compiling the 2015 Eurostat monitoring report. This think piece draws together evidence on the state of the economy, society and the environment to show that the EU's multiple challenges may be tackled simultaneously by the use of policy changes to change the direction of market demand. This study identifies EU accession requirements for the Accession Countries in the area of the environment and energy, and the relevant specific circumstances in each of the five countries (Estonia, Poland, Slovenia, Czech Republic, Hungary). Based on the respective findings, it is possible to draw conclusions with respect to co-operation at the EU, intergovernmental and company level.

The European Environment Agency’s (EEA) report aims to assess whether Europe is meeting the goals of the European Marine Strategy Framework Directive (MSFD). The authors, among them scientists at Ecologic Institute, argue that the European Union is not on a path to fulfill its ambition of achieving sustainable use of its seas; despite being fully capable to do so using the current array of existing policies and knowledge. The European Council agreed that flexibility within the non-ETS sectors will be "significantly enhanced" after 2020. A new paper by the Ecologic Institute analyses options to enhance flexibility. The paper focusses on project-based mechanisms and is available for download.
