The Institute for Ecological Economy Research (IOEW) and Ecologic are seeking abstracts for the conference "Sustainable Development in Policy Assessment - Methods, Challenges and Policy Impacts", which will take place 15-16 June 2009 in Brussels. Therefore, contributions are invited that tackle methodological challenges to sustainability evaluation, as well as the question of how the institutionalisation of sustainability evaluation can be improved. We also welcome the submission of case studies on the role of impact assessments and evaluation studies on different topics (e.g. chemical or energy policy) in political decision-making processes, which illustrate experiences, policy impacts and the challenges of evaluation.

8. Climate Change: Are Border Adjustment Measures only the Third-Best Option (Out of Three)? - Lecture
Border Adjustment Measures (BAM) have been discussed as a tool to equalize costs that industries with stringent greenhouse gas requirements have to bear, as some international competitors do not face these costs and allegedly enjoy a free ride. At a workshop of the German Federal Environment Agency (UBA), Nils Meyer-Ohlendorf and Michael Mehling discussed whether BAM are an adequate tool to address competitiveness concerns arising from the EU's ambitious climate change policies. A paper, which is available for download, summarizes the most relevant findings.
