This project supports the European Commission (EC) in enhancing the integration of environmental, biodiversity, and climate goals in the EU budget post-2027 Multiannual Financial Framework (MFF). It provides insights and concrete recommendations for effective, efficient, coherent, and measurable external funding strategies, ensuring that these priorities are mainstreamed throughout budgetary processes to maximize their policy impact. The project's results will feed into the EC's proposal for the post-2027 MFF, expected by mid-2025.
The project applies the EU's definition of mainstreaming, as defined in the Commission Staff Working Document on Climate mainstreaming architecture for the 2021-2027 MFF: incorporating priority goals at every stage, from planning to evaluation, to strengthen contributions to policy objectives and enhance synergy and spending coherence. This project supports this comprehensive mainstreaming framework, addressing aspects such as defining priorities, tracking expenditures, and using an array of tools across the funding cycle.
Aligned with the European Green Deal’s holistic vision, the project encompasses a wide range of climate and environmental concerns, with a focus on biodiversity and climate. Beyond these, the project also examines priorities and exclusions in areas like industrial policy, green finance, product standards, and just transition aspects.
