1. The Impacts of Russian Ratification and American Election on the Climate Regime - Dinner Dialogue with Oran Young
International climate policy, the significance of Russia's ratification of the Kyoto Protocol and the US elections were the subject at the Dinner Dialog on 6 December 2004. It was held in honour of Oran Young, university professor in the U.S. and in Norway. The institutional structure and goals of the international climate regime, the opportunities, both for the further development of existing structures and agendas and for the creation of possible new regimes as well as the need for concrete action, were vividly and controversially discussed.

2. On the Environmental Dimension of the European Neighbourhood Policy - Dinner Dialogue with Tony Long With the launch of the European Neighbourhood Policy (ENP) Strategy Paper earlier this year, the EU has embarked on a new journey of restructuring and re-focussing relations to its Eastern and Southern Neighbours. Environmental policy plays little part in the ENP and this has prompted Ecologic and the Heinrich Böll Foundation to dedicate a Dinner Dialogue to this subject looking at the effects of European integration and the ENP as ways to promote sustainable development. The Dinner Dialogue took place on 8 December 2004 in Berlin. Tony Long (WWF) was the guest speaker.

3. Effects of Germany's Eco-Taxes - two Reports now online
The further development of the Ecological Tax Reform is hotly debated in Germany. Ecologic analysed the effects that the reform has had on several areas, such as private households, businesses and innovation. The reports on effects on private households and on selected business cases are now available for download.

4. Pollutant and Transfer Register (PRTR) in Germany - Report online
Ecologic acts as a consultant to the German Federal Environment Ministry concerning the negotiations on a Protocol on Pollutant Release and Transfer Registers under the Aarhus Convention and its implementation in German law. The Protocol requires companies to disclose information on their emissions and waste transports. The information will be published on a register, known as a pollutant release and transfer register or PRTR. The project's report is now available for download.

6. Paradigm Shift in Energy Policy - Publication
In July 2004, the German Federal Cabinet adopted the draft amendment of the law governing non discriminatory network access (EnWG - Energiewirtschaftsgesetz). It transposes the EU Acceleration Directive for electricity and gas into German national law. Nicole Wilke and Camilla Bausch explain the essential elements of the draft amendment in an article.

7. Light at the end of the tunnel? Participation and Transparency in Export Credit Agencies' Cover Decisions - Lecture
"Greening of Policies - Interlinkages and Policy Integration" was the title of the Fourth Berlin Conference on the human dimension of global change. Organised by the Environmental Policy Research Centre of the Free University Berlin the conference took place on 3-4 December 2004 in Berlin. Ecologic Fellows Benjamin Görlach and Markus Knigge presented their work on transparency in export credit agencies.

8. Local Communities and Municipalities as Innovators for Sustainable Consumption and Production Patterns - Expert Dialogue Proceedings online
The event, which took place on 18 June 2004, was the first expert dialogue within the national dialogue on sustainable consumption and production patterns in Germany. In addition to the proceedings prepared by Ecologic, the presentations made at the expert dialogue can also be downloaded from the website (in German only). The proceedings were presented by the German Federal Environment Ministry at the European Stakeholder Meeting on Sustainable Consumption and Production held in Oostende, Belgium on 25-26 November 2004.
