Trans-Atlantic Cooperation: Infrastructure Needed

Numerous states and cities have learning alliances, agreements and partnerships for improving environmental policies and practices.  These arrangements often begin with one or two visits, and then die slow deaths due to their extensive workload, limited funding and the transition of employee. For its International Ecological Policy Dialogue on 18 to 20 June 2007 in Madison, Wisconsin, the US Multi-State Working Group on Environmental Performance (MSWG) invited R. Andreas Kraemer to present European experience with policy learning processes as well as sketch the outlines of a stronger transatlantic infrastructure for cooperation.
