As part of the Annual Foreign Policy Conference 2005 of the Heinrich Boell Foundation on European Neighbourhood Policy, R. Andreas Kraemer moderated the session on "Free Tade and Environmental Partnership" on 3 June 2005.
The speakers were:
- Margareta Wolf, Parliamentary State Secretary, Federal Ministry for the Environment, Nature Conservation and Nuclear Safety
- Martin Rocholl, Director, Friends of the Earth
- Felix Christian Matthes, Coordinator for Energy and Climate Protection, Öko-Institut e.V.
- Amal Al-Dababseh, Coordinator, GEF’s Small Grants Programme project "Communication to Enhance Sustainable Development for Local Communities", Jordan
- Miranda Schreurs, Professor on Environment and Politics, University of Maryland
The moderated discussion dealt with the following key questions:
- Are a trans-European free trade zone and the concerns of sustainable development in direct conflict with one another?
- What experiences are to be derived from the environmental component of the Barcelona Process, amongst others the participation of civil society?
- What would an energy-securing and nature-protecting energy partnership with the neighbouring countries look like?
- What financial instruments are needed and which are available?
