In order to implement the Water Framework Directive (WFD) properly, Member States have to develop management plans for their national waters. The project supports the Grand Duchy of Luxembourg in developing its management plans by analysing the costs and the effectiveness of the intended measures to reduce stress on water bodies. Therefore, appropriate methods have to be developed and analysis and calculations of the measures have to be undertaken.
Background
According to the European Water Framework Directive (WFD), all Member States have to develop management plans for their water bodies. In this context, appropriate measures to reduce pressures on waters are required for the management plans. The aim of the project is to support the Grand Duchy of Luxembourg in developing the management plans according to the regulations of the WFD.
The tasks of the project contain a number of methodological assignments, such as the:
- Identification of measures according to article 4 of the WFD and the assessment of the costs – benefits of measures
- Evaluation of the protection value of water bodies
- Determination of exceptional cases
- Review of measures on natural structure in Luxembourg (North-South)
Within the context of the project, Ecologic is involved in or responsible for the:
- Development of a list of measures
- Definition of the costs and effects of measures
- Identification of the exemptions according to article 4 of the WFD
- Assessment of the costs-benefits of the combinations of measures
- Selection of combined measures
- Evaluation of the protection value of water bodies
- Determination of disproportionate costs
- Designation of the impacts of structure-approving measures on the water use (navigation, water power generation) and identification of heavily modified water bodies
- Review of measures on natural structure in Luxembourg
- Determination of cost-covering water prices
The results of the project will directly be integrated in the implementation process of the WFD in Luxembourg.
