Emission Reduction for Priority and Priority Hazardous Substances According to the Water Framework Directive

The Water Framework Directive stipulates the implementation of measures for a step-wise reduction and phase-out of emissions and losses of a group of 33 priority and priority hazardous substances. In the context of this project, strategies for emission reduction will be developed. Ecologic provides expert legal advice for developing and supporting the German position in the negotiations at EU level.

The project is based on the HASKONING study prepared at the EU level establishing a general structure for identifying sources and emissions pathways of the respective chemical substances and providing a first classification of these.

Fraunhofer ISI has completed a study on the German situation, collecting information on the production and utilisation of substances as well as potential emission pathways to water bodies.

In this project, results of the previous study will be updated according to the most recent scientific and political developments. Following a categorisation of the respective substances in release patterns and disposal routes, recommendations for emission reductions will be developed and proposals brought forward by the European Commission will be assessed accordingly with respect to efficiency and economic impact. The technical aspects of the project are covered by Fraunhofer ISI and Ökopol. Ecologic provides legal advice during the negotiation process on the European level, and examines the legal aspects of proposed measures and strategies under consideration of parallel developments in other relevant policy fields on the national and international level. Ecologic also analyses the requirements for an integration of new regulations into the German legal system.

The project is accompanied by a number of expert workshops.
