Michael Mehling is Deputy Director of the Center for Energy and Environmental Policy Research (CEEPR) at the Massachusetts Institute of Technology (MIT) and a Professor of Practice at the University of Strathclyde Law School. From 2008 to 2014, Michael Mehling served as President of Ecologic Institute, Washington DC, where he remains on the Board of Directors and manages the U.S. chapter of the Konrad von Moltke Fund. In 2017, he joined the Board of Ecologic Institute in Berlin.
He brings two decades of experience working on climate, energy and environmental policy with government agencies, private companies and civil society organizations in North America, Europe, and the developing world. Trained as a lawyer, he has a strong background in legal and institutional analysis, complemented by several years of experience working in an interdisciplinary setting. His research interests include comparative and international climate change law and policy, climate finance and carbon pricing, drivers and conditions of energy transitions, environmental protection and international trade, and capacity building and training for sustainability development. On these topics, he has advised and coordinated research projects for government agencies in Brazil, Chile, China, Finland, Germany, Gibraltar, Mexico, Mongolia, South Korea, the United States, the United Kingdom, and Vietnam, as well as intergovernmental entities including the Asian Development Bank, the European Parliament, the European Commission, the International Carbon Action Partnership (ICAP), the Organisation for Economic Co-Operation and Development (OECD), and the World Bank Group.
Aside from the foregoing activities, he currently serves on the Boards of the Blockchain Climate Institute (BCI) in London; the European Roundtable on Climate Change and Sustainable Transition (ERCST) in Brussels; and the International Policy Coalition for Sustainable Growth in Washington DC. He is also an Associated Researcher with the Energy Policy Research Group (EPRG) at the University of Cambridge, a Member of the Program Committee for the Master of Science in Energy Policy and Climate at Johns Hopkins University, and a Member of Climate Strategies, an international research network focused on climate and energy policy. In the past, he has co-chaired the Scientific Committee of the Carbon Pricing Leadership Coalition (CPLC), served on the Board of Directors of the International Union for Conservation of Nature and Natural Resources US (IUCN-US), and contributed to the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC) and the Lazarowicz Report commissioned by the UK Prime Minister. He has been invited to brief legislators at the European Parliament and the UK House of Lords.
Michael Mehling has held research and teaching appointments at Georgetown University and the Universities of Greifswald, Helsinki and Constance, and has been awarded various research and travel grants, including a three-year research grant of the Academy of Finland and a John J. McCloy Fellowship in Environmental Policy from the American Council on Germany. His research has been published in the leading peer-reviewed journals on international law (e.g. American Journal of International Law; European Journal of International Law), environmental law and policy (e.g. Ecology Law Quarterly; Environmental Law; Journal of Environmental Law; Transnational Environmental Law; Zeitschrift für Umweltrecht), climate and energy policy (e.g. Climate Policy; Energy Policy; Joule), and in interdisciplinary journals (e.g. Nature; Science). He is also author or editor of a number of books, including the co-edited volumes Climate Change and the Law (Springer, 2013) and The Green Market Transition: Carbon Taxes, Energy Subsidies and Smart Instrument Mixes (Edward Elgar, 2017). Michael Mehling is founder and Editor-in-Chief of the quarterly Carbon & Climate Law Review (Lexxion Publisher), the first academic journal dedicated to climate regulation, and a member of the Editorial Board of Energy & Environment (SAGE Publishing).
Michael Mehling holds a law degree from the University of Constance, a postgraduate LL.M. in international law and a Ph.D. in environmental law from the University of Helsinki, and is admitted to the bar in Germany. During his judicial training, he was stationed at the department of environmental crimes in the office of the public prosecutor in Hamburg, the German Emissions Trading Authority (DEHSt) in Berlin, and a Brazilian environmental consultancy, Âmbito – Homem e Ambiente, in Belo Horizonte. He is an alumnus of the Prince of Wales's Business & Sustainability Programme (BSP). As a German and American citizen, he has lived for extended periods of time in Europe, the United States, and Latin America. A native speaker of German and English, he is fluent in Spanish, has command of French and Portuguese, and knows basic Finnish.
