Better
Integration: Mainstreaming Environmental Concerns in
European Governance
On 15 February
2007, the Institute
for European Environmental Policy (IEEP), in co-operation
with the Institute
for European Studies (IES) of the Vrije
Universiteit Brussel (VUB), will be organising the
first EPIGOV conference in Brussels to review progress
made in the integration of environmental concerns into
other areas of EU policy and discuss the governance
challenges involved in implementing the principle of
environmental policy integration (EPI). This principle
was first introduced in the EC Treaty by the Single
European Act twenty years ago. In 1997, the Treaty of
Amsterdam strengthened its formulation and gave it a
more prominent place in the Treaty. As Article 6 of
the Treaty puts it: “Environmental protection
requirements must be integrated into the definition
and implementation of [all] Community policies and activities
… in particular with a view to promoting sustainable
development.”
How are EU
institutions succeeding in fulfilling this mandate?
To what extent has the pursuit of environmental protection
objectives become institutionalised in all EU policies
and activities? What difficulties are institutions encountering
in mainstreaming environmental concerns? Does EPI pose
particular challenges in terms of policy coherence and
co-ordination? These are some of the main questions
that will be addressed by the conference.
The morning
session will be devoted to a review of the situation
with respect to EPI in a number of important sectors
of EU policy. Expert speakers will address the experience
in energy, transport and development co-operation policy,
to identify the key challenges and provide the background
for a more general debate of the issues arising in efforts
to mainstream environmental concerns in EU governance.
During the afternoon, speakers will further consider
some of these general issues. Are impact assessment
and the wider use of market-based instruments, such
as emissions trading, conducive to EPI? How does EPI
relate to strategic processes such as the Lisbon agenda
and the EU Sustainable Development Strategy?
This conference
is the first of a series of events within the framework
of EPIGOV, with the financial support of the European
Union’s 6th Research Framework Programme. It is
open not only to researchers, but to all interested
participants from EU institutions, national and regional
administrations, media, business, NGOs and other stakeholders.
