The financial and economic crisis that Germany has been going through since 2008 has shed a new light on the pros and cons of economic growth and the methods of measuring welfare. Whereas some indicators indicate that the worst effects of the crisis are behind us, others reveal that we may not have seen the end of the crisis just yet. In the 2/2010 edition of “Berliner Republik”, Benjamin Görlach, Senior Fellow at the Ecologic Institute, discussed how the crisis has played out in different economic indicators, why politics still resort to GDP as the main indicator for economic welfare and what the perspectives are for establishing alternative indicators. Expanding the evidence base for consumer policies
The goal of the study “Expanding the evidence base for consumer policies” is to contribute to the understanding of consumer behaviour and to how policies might best be designed to influence choice regarding environmental products and services. The study draws on knowledge from the field of behavioural economics and develops a series of hypotheses relating to consumer choice in regard to environmental goods and services. Real world consumer behaviour
How does real-world consumer behaviour deviate from that predicted by rational choice theory? This project compiled insights emerging from the parallel disciplines of behavioural economics as well as commercial and social marketing with respect to sustainable consumption in Europe. The project analysed the applicability of these disciplines to European environmental consumer policy. As a result, the project formulated real-world recommendations for environmental consumer policy in five specific areas: food and drink, consumer electronics, vehicles, white goods and energy. Decoupling: Economic Growth – Transport – Greenhouse Gas Emissions
Road transport is the most important driver for increasing greenhouse gas emissions in the European Union and is therefore critical to achieving the EU’s 20% greenhouse gas reduction target in 2020. The objective is to decouple economic growth and the demand for transport with the aim of reducing greenhouse gas emissions. Nachhaltigkeit braucht Strategie
The German national Sustainable Development Strategy (SDS) has the potential to set the pace for Germany’s development towards a more sustainable society. Unfortunately, the strategy fails to define overarching strategic objectives. Isolated measures, indicators and time plans need to be bundled in an integrated strategy for the future. The authors of the policy brief “Sustainability needs Strategy” recommend that the German Government includes four new areas of action in its current SDS: sustainable wealth; sustainable labour policy; sustainable engagement policy and culture of sustainability. These areas are decisive to successfully embed sustainability in Germany’s government, economy and society and will determine whether Germany remains a leader in sustainability. Johns Hopkins Summer School on European Environmental Politics 2010
Ecologic held the second Johns Hopkins Summer School on European environmental politics from the 17th to the 28th of May 2010. Experts from Ecologic Institute and other guest speakers held seminars on subjects ranging from European integration to European water policies. The One Planet Economy Network: Europe (OPEN: EU) project stresses the importance of using a new set of sustainable development indicators which allows approaching not only the ecological footprint of Europe’s economy, but also the induced flows of water and carbon. As partner in a consortium with the Vienna University of Economic and Business (RIMAS), INFRAS, and the Institute for Public Policy Research (IPPR), the Ecologic Institute played a substantial role in drafting the monitoring report on behalf of Eurostat. Sustainability of biofuel policies is a largely debated issue, particularly with regards to environmental impacts. To address these issues, European and national legislative initiatives have been designed that aim to ensure the sustainability of biofuels. Germany has been among the top runners in trying to implement sustainability criteria for biofuels. In August 2009 the German government set up the Biomass-electricity-sustainability ordinance (“Biomassestrom-Nachhaltigkeitsverordnung”, abbreviated “BioSt-NachV”). Non-timber forest products (NTFPs) can be an important source of income for rural inhabitants of Laos. One such NTFP, which has been promoted by the government of Laos, is the paper mulberry tree (Broussonetia papyrifera (L) Vent). Green budget reform - a sustainable response to the economic crisis?
In the wake of the global financial and economic crisis, Germany is facing its worst recession in post-war history. For the public budget, this implies a dramatic drop in tax revenue. At the same time, spending increased strongly because of the adopted stimulus packages and increased spending on social security systems. As a consequence, the German government will incur new debt to an unprecedented extent, exceeding even the record debts of the post-reunification years. At the same time, Germany - as other industrialised countries - faces the enormous challenges of restructuring towards a more sustainable, low-carbon economy. Against this background, Ecologic Institute and the German Institute for Economic Research are revisiting the concept of environmental budget reform, to assess the options for a greening of the tax and subsidy system, and to establish their contribution to the long-term transformation as well as to the consolidation of public budgets. In response to the economic crisis, many governments have adopted a number of stimulus packages. These packages present an opportunity for sustainable development, but the greater opportunity lies in the fact that the crisis provides momentum for changes of unsustainable structures. The unprecedented depth and magnitude of the economic crisis has put many structures into question that were considered untouchable before: the nationalisation of banks in some countries appeared absurd only months ago and significantly tighter regulation of financial markets was unthinkable before the fall of 2008. Dialogue Sustainability and CSR
This project supports the German Council for Sustainable Development (RNE) with the continuation of its activities in the area of Corporate Social Responsibility. Activities are centred around a stakeholder workshop, which will offer a forum for the discussion of current approaches as well as future steps. The interactive concepts brings together representatives from the business community as well as civil society in Berlin in September 2007. A New Environmental Accounting Framework for Policy Analysis (EXIOPOL)
For a sustainable development within the EU all social costs of economic activities have to be considered. The integrated project EXIOPOL aims to assess these costs, which include environmental impacts, for the EU-25 and will depict them in an environmentally extended input-output framework. The question of "Governance" of natural resources, in other words how societies deal with the use of natural ressources, is central to each discussion about sustainability. Only "good governance" can guarantee the sustainable use of natural resources, protection of biodiversity, and indirectly help to implement the EU sustainability strategy. However it is quite difficult to measure and evaluate the level of good (bad) governance and to make the somewhat abstract concept more tangible. Broad Initiative for the strengthening of social ecological research
More than 220 researchers signed a written statement arguing that social ecological research should be strengthened in Germany. In their statement, they highlighted the strengths of the transdisciplinary research approach for analysing complex sustainability problems and developing practice-oriented solutions. Ecologic joins the European Sustainable Development Network (ESDN)
The ESDN is an informal network of public administrators and other experts dealing with sustainable development (SD) strategies in Europe. The activities of the ESDN are guided by a Steering Group with representatives from seven European countries. Since early 2006, the networking activities have been supported by the ESDN Office. Improving Assessment of the Environment in Impact Assessments
The European Commission developed a comprehensive approach to impact assessment, requiring that all likely economic, social and environmental impacts of major Commission proposals are given due consideration. However, not every impact assessment accorded equal treatment to all dimensions of sustainable development. The primary objective of the project is to assess the extent to which environmental impacts are taken into consideration when impact assessments are performed, and to suggest ways in which to improve consideration of environmental impacts within the assessment process. The EU and Member States' sustainable development strategies were largely developed in isolation and at different times. They consequently vary considerably in terms of their content and their approach. The objective of this project is to develop a handbook of guidance for conducting reviews and peer reviews of national sustainable development strategies in the EU. This involves designing a template, method and core specifications for reviews, so that a similar approach can be taken towards different national sustainable development strategies. Since 1999, the European Commission has been undertaking a series of Sustainable Impact Assessments (SIAs) of multilateral and regional trade agreements. On invitation, Markus Knigge presented at the EASY-ECO conference, organised by the Impact Assessment Research Centre in the University of Manchester's School of Environment and Development, a paper on the role of civil society engagement in these assessments. The presentation focused on the objectives of stakeholder consultations, methodologies for participation, the interplay with the negotiation process and the impediments for effective participation of civil society. Techniques for Evaluation of Sustainability Assessment Tools (Sustainability A-Test)
In the course of the 6th Framework Programme, Ecologic participated in the "Sustainability A-Test" project. Coordinated by our Dutch network partner IVM, 18 research institutes from 9 different countries compared different policy appraisal and evaluation tools, in order to assess the contribution of policy initiatives to a sustainable development.
