Updated Inventory and Assessment of Soil Protection Policy Instruments in EU Member States

December 2015 to October 2016
This project, led by Ecologic Institute, aims to take stock of existing soil policy instruments in the EU in order to identify gaps in protection and to support the decision-making process for further policy action. Collaborating closely with experts from 28 EU Member States, the project develops a Wiki-based inventory and an up-to-date assessment of soil policy instruments in the EU. The inventory consists of existing and upcoming policy instruments, including legislation, regulatory and non-binding instruments, measures and targets in the EU Member States and its regions. In an ex-ante and ex-post impact analyses, the effectiveness of soil policy instruments in addressing the soil threats and soil functions in the EU as well as the relevance and coherence of policies is assessed. Evaluation of the role of the EU and SWOT analysis
One of the main outcomes of the EU-funded FP7 project "European Union Action to Fight Environmental Crime" (EFFACE) is the report 'Evaluation of the strengths, weaknesses, threats and opportunities (SWOT) associated with EU efforts to combat environmental crime'. This SWOT analysis brings together insights gained during the previous EFFACE research and evaluates the current approaches of the EU and its Member States in combating environmental crime. Evaluation of the EU ETS Directive

Support for the review of the EU Emissions Trading System
The European Commission's "better regulation" agenda requires that new legislative proposals be accompanied by an evaluation of already existing relevant legislation. This study therefore evaluates the EU Emissions Trading Directive in light of potential changes to it within Europe's overall Climate and Energy Package 2030. The report uses a systematic approach to evaluate the relevance, effectiveness, efficiency, coherence and EU added value of the EU ETS Directive. The study is available for download.Read more

A Framework for Member States to Support Business in Improving its Resource Efficiency

An Analysis of support measures applied in the EU-28
In order to support businesses in improving their resource efficiency, Member States use a variety of approaches, ranging from voluntary to regulatory measures. This study assesses the scope of application of ten relevant measures and provides good practice cases across Member States. Through data gathering on Member State level, this study found a wide range of successful examples of measures, varying by country and region. A number of lessons learnt can be drawn from their application; these are useful for the design of support measures in other Member States. The study is available for download.Read more

Developing and Evaluating Appropriate Indicators for Monitoring Waste Prevention Measures

July 2015 to December 2017
In order to foster waste prevention, article 29 of the European Waste Framework Directive 2008/98/EG requires Member States to lay down national waste prevention programmes, specifying appropriate benchmarks for waste prevention measures. It enables Member States to make use of concrete quantitative and qualitative indicators (see also § 33 III 4 KrWG). In July 2013, the federal government adopted a national waste prevention programme. The government is now tasked to monitor the programme's implementation.Read more
