The 1st European Think Tank Summit entitled, "Think Tanks in a Time of Crisis and Paralysis: On the Sidelines or Catalysts for Ideas and Actions?" was held on 20 November 2012 at the United States Embassy in Rome (Italy). The first of several regional Summits addressed public policy issues in Europe and brought together over 50 participants from 21 countries. Ecologic Institute's Prof. R. Andreas Kraemer led a breakout session on energy security. Sydney Baloue acted as lead rapporteur for the event. Dr. Nils Meyer-Ohlendorf was also in attendance.

The Think Tanks and Civil Societies Program (TTCSP) and the International Relations Program of the University of Pennsylvania organized the event with logistical support from the United States Embassy staff in Rome.
